Renewable energy quota system is coming soon

China's renewable energy quota system has been revised several times and it will soon come into being. This energy policy, known as the most difficult to produce, is currently soliciting suggestions from various parties. Once the program is revised again, it will be submitted to the State Council for approval.

The reporter was informed that the Measures for the Examination of Renewable Energy Power Quota (Trial) (hereinafter referred to as the "Appraisal Measures") drafted by the National Energy Administration had been discussed and adopted in principle by the director of the National Development and Reform Commission. According to the opinions put forward by the meeting, after the revision of the Energy Bureau, the Ministry of Finance, the Ministry of Environmental Protection, the State-owned Assets Supervision and Administration Commission and other ministries, provincial governments, the National Development and Reform Commission, the power grid companies, and major power generation companies solicit opinions.

According to the "assessment method" discussed by the Director of the Development and Reform Commission in August, quota indicators will be divided into basic indicators and advanced indicators for assessment. According to requirements, all provinces (autonomous regions and municipalities) must meet basic targets and encourage people's governments of provinces (autonomous regions and municipalities directly under the Central Government) to formulate renewable energy development and utilization targets that exceed basic indicators.

Mandatory measures to develop renewable energy

After the introduction of renewable energy quotas, the state will formulate quotas for renewable energy power quotas for provinces (autonomous regions, municipalities directly under the Central Government) and power grid companies, and impose a curse on local governments and power companies through mandatory policies.

According to the “Assessment Method”, the State will include non-hydropower renewable energy in the assessment of the quota system, including technologies such as wind power generation, solar power generation, biomass power generation, geothermal power generation, and ocean energy power generation. Three items.

An energy expert said that the reason for designing this mechanism is to consider the special nature of non-water renewable energy sources. Hydropower technology and industries are quite mature, and emerging renewable energy sources such as wind power and solar power are still very weak, with high development costs and limited market demand. They cannot use the model of developing large energy sources to develop renewable energy.

However, the quota system is mandatory, and the implementation process is strongly administrative and programmatic. In the course of formulating the plan, there are many different opinions, and there are more than ten years of theoretical research.

In August this year, the director of the Development and Reform Commission will discuss the "assessment method". The person familiar with the formulation of the plan stated that the meeting mainly proposed three points: First, the eastern region should assume more responsibility for the development of renewable energy sources, and increase the quotas for the eastern region; second, it should strengthen the responsibility of grid companies to fulfill the quotas; Quota indicators are divided into basic indicators and advanced indicators for assessment.
