EU releases 5G spectrum strategy to seize the opportunity of 5G deployment

The European Commission's Wireless Spectrum Policy Group (RSPG) released the European 5G spectrum strategy on November 10 to determine the spectrum for the initial deployment of 5G. The RSPG is the European Union's Senior Advisory Group on Radio Spectrum Policies and is responsible for providing spectrum strategy views, recommendations and research reports from the strategic level to the European Commission. In order to promote the large-scale commercialization of 5G systems in Europe in 2020, the European Commission requested RSPG to study the 5G spectrum strategy. RSPG developed a draft 5G spectrum strategy on June 8, 2016, and publicly solicited comments within the EU. After the end of the consultation on July 31, 2016, RSPG conducted three months of research and consultation on November 10, 2016. Officially released the EU 5G spectrum strategy, including:

The 3400-3800MHz frequency band is the main frequency band for 5G deployment in Europe before 2020. The continuous 400MHz bandwidth is beneficial to the EU in the global 5G deployment.

Bands below 1 GHz, especially 700 MHz, will be used for 5G wide coverage.

The frequency band above 24 GHz is the potential frequency band of 5G in Europe. RSPG will set a timetable based on the existing services in each frequency band and the frequency of clearing frequency is above 24 GHz.

It is recommended to use the 24.25-27.5 GHz band as the European 5G priority band. It is recommended that the EU determine the conditions for use of this band by 2020. It is recommended that EU member states ensure that part of the 24.25-27.5 GHz band can be used to meet the 5G market demand by 2020.

RSPG will study the protection of existing Earth exploration-satellite services, fixed-satellite services, satellite inter-satellite links, and passive services in the 24.25-27.5 GHz band.

31.8-33.4GHz is also a potential 5G frequency band for Europe. RSPG will continue to study the applicability of this frequency band. It is recommended that other services be prevented from migrating to this frequency band at this stage, ensuring that this frequency band is easy to be planned for 5G in the future.

40.5-43.5 GHz can be used for 5G systems in the long run. It is recommended to avoid migration of other services to this frequency band at this stage, and ensure that this frequency band is easy to be planned for 5G in the future.

RSPG will develop relevant technical and regulatory measures to ensure the use of 5G systems.

RSPG will study the spectrum planning of the Internet of Things and intelligent transportation.

The United States and the European Union have successively released 5G spectrum plans, which will accelerate the global 5G R&D industrialization process, intensify the international competition of 5G standards and industries, and accelerate the process of 5G spectrum planning in various countries.
