Huaneng Beijing Thermal Power Plant new gas-fired thermal power plant engineering three-device intelligent patrol inspection system, the whole plant industrial television system, the main plant intelligent lighting power supply box open tender procurement has the tendering conditions, three devices are qualified after the trial mode for open tender. Under the entrustment of Huaneng Beijing Thermal Power Co., Ltd., Huaneng Tendering Co., Ltd. intends to openly invite tenders. The relevant matters are now announced as follows:
1. Project overview and scope of tender
1.1 Project Overview`
The site of this project is located in the territory of Wangsiying Township, Chaoyang District, southeast of Beijing.
In the first phase of the power plant, 4×830t/h coal-fired boilers and 2×167MW+2×220MW steam turbine generator sets were installed. In the first phase, 4 sets of generators were all put into production in 1999; the power plant completed the post-engine rebuilding project in 2003. The maximum power generation capacity of the whole plant reached 845MW and the heating capacity was 1300MW. In 2004, the fuel gas peak water heater was changed to natural gas, and a total of four 116.3 MW gas water heaters were built. At the end of 2011, one set of "two-to-one" gas-steam combined cycle heat supply unit was put into operation in the second phase of the project; the second phase installed two sets of M701F4-type gas turbine generator sets + two waste heat boilers + one steam turbine to generate electricity and heat unit.
In this phase of the project, a “two-to-one†F-class gas-steam combined cycle cogeneration unit will be built. Each combined cycle unit consists of two F-class gas turbines, two gas turbine generators, two waste heat boilers, one steam turbine and one steam turbine generator unit. The SSS clutch is used between the high and medium pressure cylinders and the low pressure cylinders of the steam turbines. Connection, through the SSS clutch allows the turbine to achieve pure coagulation, pumping condensation, back pressure conditions free to switch.
AC power and control power supply voltage is 380/220V (three-phase four-wire system), DC power supply voltage is 220V, and DC control power supply voltage is 220V. The equipment lighting voltage is 380/220V, 50Hz. The internal lighting of the equipment or the local lighting of the equipment itself is obtained by the equipment manufacturers through the step-down isolation. If the bidder needs other voltage levels, the bidder will solve it by himself.
1.2 The scope of the tender is detailed in Annex 1.
2. Bidder qualification requirements
2.1 General Conditions Qualified bidders shall be the manufacturers that have the ability to design and manufacture tendering equipment, or the only authorized agent for this project, that have been reviewed and certified by the relevant national authorities, and shall meet the following conditions:
2.1.1 An independent legal entity or other organization legally registered in the territory of the People's Republic of China has the ability to independently assume civil liability and has the right to enter into a contract independently;
2.1.2 The equipment manufacturer has a certificate (document) issued by the national competent authority or an organization with corresponding qualifications for the issuance (issued) of valid equipment for design, manufacture, production license, type test report, and test report for the tendering equipment;
2.1.3 The equipment manufacturer has an effective quality management system certification certificate (certificates should be able to query from the relevant website, otherwise deemed invalid);
2.1.4 The bidder is not in the order to suspend production, suspend business or enter bankruptcy proceedings, and the assets have not been reorganized, taken over and frozen, nor has the judicial authority adopted property preservation or enforcement measures; it is not defined by the relevant national regulatory authorities in China. The unqualified bidder with corruption and fraudulent practices; In the past three years, there was no bad record of document confirmation in the Huaneng system; It was not in the period of administrative penalty for prohibiting bids;
2.1.5 Legal persons, other organizations, or individuals that have a stake in the bidder and may affect the fairness of the bid invitation may not participate in the application.
2.1.6 The project does not accept bids from the Consortium;
2.1.7 Other conditions stipulated by the state (such as state compulsory industry requirements, qualifications, etc.);
2.1.8 If the applicant is an agent, it must provide the unique authorization issued by the equipment manufacturer (the imported equipment is required to obtain the manufacturer or the domestic general agent) for the project, and the qualification of the agent's equipment manufacturer meets the special requirements; Brand equipment can only be submitted by one unit (manufacturer or sales agent). If the equipment manufacturer and its agent apply at the same time, only the manufacturer's application will be accepted; if two or more sales agents submit the application at the same time, If two or more companies have valid authorization, all applications will be rejected.

Note: The bidder pays special attention to the fact that the above terms are all mandatory clauses for this bid eligibility requirements. The bidder must meet.
