The first billion-level integrated circuit project in Hefei was officially mass-produced, and will reach 40,000 units/month after full production in 2020

On December 6, Hefei Jinghe Integrated Circuit Co., Ltd., the first 12-inch wafer foundry in Anhui Province and the city’s first billion-yuan integrated circuit project, officially entered mass production. This milestone marks a significant breakthrough for the region, as it is not only the first 12-inch integrated circuit production line in Anhui but also the country's first dedicated 12-inch wafer foundry focused on panel driver chips. The project symbolizes a new era of cross-strait collaboration and represents a major step forward in China’s quest for self-reliance in semiconductor technology. With full capacity expected to reach 40,000 wafers per month by 2020, the factory has already started producing at a rate of 3,000 units monthly. Hefei Jinghe, established through a joint venture between Hefei Construction Investment Holdings and Taiwan's Power Crystal Technology, began construction in October 2015 and was completed in June 2017. The first batch of wafers went online in mid-July, and now the facility is fully operational. Once fully expanded, the plant will produce up to 160,000 12-inch wafers each month, significantly boosting domestic chip manufacturing capabilities. The successful mass production of these "Hefei" wafers marks a historic achievement in the development of self-made driver chips for display panels. It demonstrates that Anhui has completed one of the most challenging and critical tasks in the national plan for integrated circuit industry growth. As Li Xianghu, General Manager of Hefei Jinghe, explained, China’s current IC self-sufficiency rate stands at about 14.4%. However, with the completion of this project, the localization rate for panel driver chips is expected to reach 70% by 2020, supporting the broader goal of achieving 70% self-sufficiency in integrated circuits by 2025 under the “Made in China 2025” initiative. Wang Wensong, deputy mayor of Hefei, emphasized that the project has filled a key gap in the domestic market, enhanced the localization of driver ICs, and contributed to the development of “China’s Core Hefei Manufacturing.” For Hefei, these “Hefei-made” wafers are more than just components—they represent the city’s vision of becoming the “IC Capital of China.” During the “13th Five-Year Plan” period, Hefei aims to further develop its integrated circuit industry, strengthen the “Hefei Core,” “Hefei Production,” and “Hefei Use” chains, and expand the design and manufacturing of memory chips, driver chips, and specialty chips. By 2020, the city targets an output value exceeding 50 billion yuan, with both manufacturing and design sectors ranking among the top five nationally. This progress highlights Hefei’s growing influence in the global semiconductor landscape.
